Resolution of the Board of Directors

Whereas the club By-laws refer to a member in good standing and an eligible member they do not define what a member in good standing or an eligible member are.  Roberts Rules of Order, Newly Revised, 11th Edition also does not define a member in good standing or an eligible member, and Maryland Code is also silent on the definition.  The USACTC Board of Directors has voted to pass this resolution to define a member in good standing and an eligible member, by enacting the below listed Policy and Procedure: Policy and Procedure

  1. Definition – A member in good standing and an eligible member is a member who is current on the payment of club dues; not in debt to the club with money or property; has not had their membership suspended, pursuant to the finding of charges against a member, after full hearing, by the Board of Directors, as provided within the Bylaws; has never been convicted of animal abuse or neglect; has not been involved with litigation against the USACTC or the American Kennel Club; is not suspended by the American Kennel Club, and has not been removed from the Board of Directors, pursuant to Maryland Code, within the previous two years.
  1. If it is determined by the Board of Directors that a member is not in good standing or eligible the President, at the direction of the Board, will reach out to the member and advise them, in writing, why and what must be done to rectify the matter. Depending on the circumstances, not all matters can be resolved in a way that a member can return to the status of a member in good standing or an eligible member, and in those situations the member will be advised of such in the letter they receive by the President.  
  2. Members that are not in good standing or eligible may not participate in any club activities, including, but not limited to, voting, holding office and serving on committees, with the exception of those who were removed from the Board of Directors pursuant to Maryland Code, who may participate in all club activities with the exception of holding office for a period of two years following the date of their removal.
  3. Members not in good standing or eligible, at the discretion of the Board of Directors, may be eligible to have charges filed against them seeking censure by the Board, up to and including the suspension of their membership, and the suspension of their membership with expulsion recommended to the membership.

The above resolution was adopted by the USACTC Board of Directors on May 1st, 2019, and amended August 5th, 2020, and is effective immediately.
